Building an IIPP That Actually Works (Not Just a Binder on the Shelf)
Cal/OSHA Title 8 Section 3203 requires every California employer to establish, implement, and maintain a written Injury and Illness Prevention Program (IIPP).
The problem? Most IIPPs we audit are 40-page templates downloaded years ago, never updated, and unknown to the supervisors expected to enforce them.
A working IIPP has eight elements: responsibility, compliance, communication, hazard assessment, accident investigation, hazard correction, training, and recordkeeping.
Start with responsibility. Name a real person — not 'the safety committee.' Cal/OSHA wants a single accountable owner with authority to act.
Then make communication two-way. Anonymous hazard reporting, toolbox talks, and a posted response process turn the IIPP from a binder into a culture.
Finally, document everything. If it isn't written down, it didn't happen during an inspection.
